No. The Moto Mount 3D 1 1/2" is only suitable for handlebars with a minimum diameter of 31.8 mm (1.25").
The 31.8 mm reduction ring is precisely matched to the clamp of this mount. Smaller reduction rings are not compatible because they do not make contact with the inner surface of the large clamp (they do not sit flush) and therefore cannot be securely clamped.

Solution / Alternative: For smaller handlebar diameters, we recommend the  Standard Moto Mount 3D . This mount is compatible with:

• 22.2 mm (0.875")
• 25.4 mm (1.0")
• 27 mm (1.063")
• 28.5 mm (1.125")
• 31.7 mm (1.25")
